Good golly Brian, your depth on this subject is meeaursd in millimeters. Lets make sure we are talking about the same thing. Naturopaths or traditional naturopaths typically attend brief distance learning programs and are not qualified to practice medicine. Naturopathic Doctors go to 4-year medical schools and, in states where they are licensed, fully practice medicine including diagnosing and treating disease. The fact that you are not aware of this makes me think you don't know the difference between the two groups. A link to a primer on the subject follows. Furthermore, the FDA does not require disclaimers for non approved therapies because the don't approve therapies, they approve drugs, which NDs in California ARE LICENSED TO PRESCRIBE after they PROVIDE A DIAGNOSIS. More often though, NDs prescribe non-prescription stuff such as alpha lipoic acid for treating diabetic neuropathy, etc, etc. That is in no way restricted by the FDA and I challenge you to prove otherwise. As for getting sued, there are plenty of cases that have happened in other states. California has only been licensing NDs for 9 years and, as I mentioned, NDs practice very safely.
